You can't access the Folder Option because it doesn't appear on the Tool menu. I have no doubt that it is such a big lost for you. But why don't you try to fix it by try this simple script and you will feel the proud by fixing by yourself.

1. Open notepad.exe and then copy or type this script below

   Echo off
   REG ADD HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\v NoFolderOptions /t REG_DWORD /d 0 /f
   Exit

2. Save the file and rename it with folderoption.bat
3. Process your batch file by double-clicking on the file which have saved b4
4. Once you will see a commandprompt windows blinking and it means you have successfuly recover your Folder Option
5. Restart your PC to see the change you've made
